Brazilian Football Association Makes It More Difficult for Bookmakers to Sponsor Team Uniforms

Publication date:

Confederação Brasileira de Futebol (CBF), i.e. the Brazilian Football Confederation, established new rules pertaining to bookmakers’ sponsorship of men’s football club clothing.

The sports betting landscape has undergone substantial modifications with the introduction of the General Competition Regulations (RGC – Regulamento Geral das Competições) for 2024, meaning already for the ongoing club season in Brazil whereas Flamengo stands as the main favorite to win Série A (Brasileirão) based on outright odds of bookmakers with iOS apps.

The positioning of bookmaker branding on team jerseys is now strictly governed by set regulations in accordance with Article 114. As a result, the actions adhere to Ministry of Finance (Ministério da Fazenda) requirements, as well as Law No. 14,790/2023.

One of the most notable changes is the permission given to the CBF to forbid, at its initiative, the display of advertisements by businesses that do not adhere to its principles or who are suspected of engaging in unethical or unethical business practices.

Brazil’s Regulation of Sports Betting

The head of state of the nation, Luiz Inácio Lula da Silva, approved the laws governing the practice of sports betting in December 2023. But it wasn’t until April 10 that the Ministry of Finance’s Ordinance, which creates the Prizes and Betting Secretariat’s Regulatory Policy, was made public.

The CBF maintains the right, under the new RGC, to request information from businesses that specialize in identifying results tampering. In addition to expert views on the athletes’ sportsmanship.

What Factors Influence Newly Established CBF–RGC When It Comes to Bookmakers’ Sponsorship?

Art. 114: Ads from sports betting operators may only be displayed if they comply with Law No. 14,790/2023’s standards and the Ministry of Finance’s rules. This includes advertising on participating teams’ uniforms (Paragraphs 1-5).

  • Only matches from CBF competitions may be included on platforms by clubs and sports betting companies with prior permission from the organization and, in the case of state competitions, with permission from the corresponding state federations.
  • Operators of sports betting sites are required to provide an annual declaration attesting to their lack of involvement in any financial or moral transgressions involving the tampering of sporting results. The typical declaration form that the clubs must submit to the betting providers will be supplied by the CBF.
  • CBF maintains the authority to forbid the insertion of advertisements by businesses that don’t adhere to its principles or those that are thought to be engaged in unethical or unethical business practices.
  • Only businesses that operate sports betting and have received proper Ministry of Finance authorization are permitted to run advertisements in CBF competitions.
  • The club shall pay a monetary fee, as decided by the CBF Presidency and in compliance with the RGC’s regulations, for any advertising displayed that doesn’t adhere to the provisions of this article.

The CBF has responded forcefully to recent regulatory and legislative developments in the sports betting industry with these new recommendations. attempting to ensure honesty and openness in the nation’s football leagues in this manner.
